On May 7, 2025, at the prestigious Offshore Technology Conference in Houston, Ghana’s Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, delivered a compelling keynote address. He positioned Ghana as a prime destination for energy investment, emphasizing recent fiscal and regulatory reforms designed to attract sustainable capital. Hon. Jinapor stated, “Ghana is the right place to do business,” underscoring the government’s openness and strategic direction.
In his speech, Minister Jinapor stressed Ghana’s vision to become a regional energy hub—servicing neighboring countries such as Benin, Togo, Côte d’Ivoire, and Burkina Faso—by expanding production and enhancing energy infrastructure. He outlined ambitious plans centered on the $60 billion Petroleum Hub project in Jomoro, which includes development of multiple refineries, petrochemical plants, expansive tank storage, and a network of pipelines to drive long-term value across the energy value chain
Ghana’s presence at OTC 2025 was coordinated by the Petroleum Hub Development Corporation (PHDC). Led by CEO Dr. Toni Aubynn, alongside key leaders Onasis Rosely, Halimatu Sadia Abdulai, and Abigail Abrokwa, the delegation actively engaged global investor groups. Their goal was to position the Petroleum Hub project—a transformative national initiative—as a catalyst for economic growth and energy security in West Africa
