Deputy Finance Minister stresses Private Sector Role in Ghana’s Energy Future

At the Mission 300 Ghana Compact Review Workshop held on May 27, 2025, Hon. Thomas Nyarko Ampem, Deputy Finance Minister, emphasized that unlocking Ghana’s full energy potential—and achieving universal access by 2030—hinges on robust private sector involvement. Speaking on behalf of Finance Minister Cassiel Ato Forson, he underscored the importance of fiscal discipline and innovative financing models to support energy expansion.

Deputy Minister Ampem outlined four financial priorities to guide Ghana’s energy transition strategy: attracting concessional and climate finance to lower capital costs; structuring de-risked investment models; scaling up cost-effective renewables; and strengthening governance and transparency. He stressed that energy projects must be aligned with Ghana’s fiscal objectives to avoid compromising debt sustainability.

Ampem highlighted that Mission 300 aims to bring electricity to underserved communities, foster climate resilience, and tap into private capital via blended finance and public‑private partnerships. Collaboration between the Ministry of Finance, the Ministry of Energy and Green Transition, development partners, and regulatory bodies will be essential to building investor confidence and ensuring sustainable, inclusive energy growth in Ghana.
