Ghana’s Petroleum Commission to Outline Investment Opportunities at Accra Investor Briefing

On April 14, 2025, the Invest in African Energies: Accra Investor Briefing took place at the Kempinski Hotel in Accra, where Ghana’s national upstream regulator—the Petroleum Commission of Ghana—presented new exploration and upstream oil & gas investment opportunities to global investors. CEO Victoria Emeafa Hardcastle outlined reforms aimed at strengthening Ghana’s investment environment and reversing production declines in mature fields.

A highlight of the briefing was EXPLORCO, the exploration arm of GNPC, announcing plans to drill Ghana’s first new well in the Voltaian Basin by Q1 2026—marking the first exploration there since 1974. Managing Director Michael Aryeetey emphasized the strategic importance of the Basins and invited credible partners to participate. Deputy Minister Richard Gyan-Mensah underscored that Ghana is now “open for business” with vast unlicensed offshore blocks available for direct negotiation or farm-in deals to manage investor risk.

Aligned with Ghana’s Gas Master Plan, event speakers highlighted major downstream and gas infrastructure developments including the upcoming Tema FLNG terminal and Atuabo II gas processing plant, both set to be operational soon. Other key participants—such as Toni Aubynn of the Petroleum Hub Development Corporation and NPA leadership—also discussed Ghana’s drive to build an integrated petroleum hub, expand LPG usage, refine local content capacity, and double storage and transport infrastructure to support long-term value chain growth.
